In August 1982, the J. DeWeese Carter Youth Facility (Carter) opened as a secure juvenile detention facility. Located in Kent County, the facility was named after the Honorable J. DeWeese Carter (1904-1977) who served on the Maryland Court of Special Appeals in the 1970s.
From 1982 to late 2010, Carter operated as a secure detention facility. In November 2011, the Department of Juvenile Services changed Carter’s function by closing the secure detention program for male youth and opening a secure treatment program for female youth. Girls in the secure treatment program at Thomas J. S. Waxter Children’s Center (Waxter) in Laurel were transferred to Carter in December 2011. The Department then closed the committed treatment program for girls at Waxter.
Carter provides dietary, medical, educational and counseling services as well as space for recreation. In addition to receiving services, girls placed at Carter attend school in the facility year round, five days a week for six hours a day.
