Salary is determined based upon employees' classifications and pay grades. The current Standard Salary Schedule consists of 26 grades and 18 increments or steps. Employees in the majority of instances are hired at the base of a grade. Employees advance in salary in the grade incrementally based on a prior year's performance. |

Personal Leave

Full-time employees earn 15 days of sick leave per year. There is no limit to the number of sick leave days an employee may accrue or carry-over into a new calendar year. Accrued sick leave is credited to employees' service time at

Leave Bank and Leave Donation Program

New employees are eligible to join (donating 8 hours of leave) the State
Employees' Leave bank within 60 calendar days of their employment. These
employees are eligible to request leave after 90 calendar days of establishing
their membership. Current employees, however, may only join during the Open
Enrollment period (October 1-31). There is also a donated leave program, in
which employees may donate leave to co-workers for certain medical conditions.
Annual, sick (with a remaining balance of 240 hours), and personal leave may be
used for joining the leave bank and donating to others. |

No one shall be denied employment, selection, appointment, promotion, training or salary increase because of race, religion, color, political affiliation or opinion, marital status, national origin, age, sex or disability (except where age, sex or handicap is a bona fide condition of employment).
All Department of Juvenile Service employees must complete an employment process. In addition to being required to meet the minimum qualifications of positions and selection standards, effective July 1, 2000 in accordance with the Maryland Correctional Training Commission's (MCTC) enabling authority and regulations, candidates for positions in the Department of Juvenile Services whose employment responsibility is the investigation, custody, control, or supervision of minors, juvenile delinquents, and youthful offenders who are committed, detained, awaiting placement, adjudicated delinquent, or are otherwise under the supervision of DJS are subject to the jurisdiction of the Correctional Training Commission and must meet certain selection and certification standards established by the Commission.

Candidates shall be eighteeen (18) years or older on the date of appointment.
|

Candidates shall be United States citizens or resident aliens; and submit proof of citizenship or resident alien status.
|

 |
The State of Maryland job specification sheets shall determine educational requirements for mandated positions.
|
 |
|
 |
A licensed physician shall perform a physical examination to determine that the candidate is physically fit for the duties of the mandated position and for participation in the training program.
|
 |
|
 |
A licensed mental health care professional shall perform an examination to determine whether the candidate is emotionally and mentally fit for the duties of a mandated position.
|
 |
|
 |
The agency head or designee, as defined by COMAR 12.10.01.01B, shall conduct an interview to determine the candidate's ability to communicate.
|
 |
|
 |
A candidate shall receive a drug screening to test for controlled dangerous substances under COMAR 12.10.01.18.
|
 |
|
 |
Subject to COMAR 12.01.01.19, a candidate involved in illegal prior or current use, sale, manufacture, or distribution of controlled dangerous substances may not be acceptable for hiring or retention in employment by DJS.

 |
|
 |
Pursuant to COMAR 12.10.02.05A, DJS shall perform a comprehensive background investigation to determine if a candidate is of good moral character and reputation; is emotionally stable; and displays the suitable behavior necessary to perform the duties of the mandated position.
|
 |
|
 |
DJS shall require a candidate to be fingerprinted and to submit these records to the appropriate local, State or Federal agency for a search of criminal record files pursuant to the procedures set out in COMAR 12.10.01.05B.

 |
|
 |
Candidates considered for employment shall be subject to a background check through the Child Protective Services "Central Registry" of the Maryland State Department of Human Resources.

|
 |
Employees who are responsible for the investigation, custody, control or supervision of minors, juvenile delinquents and youth offenders under the supervision of the Department of Juvenile Services must, within a year of their entry, participate in 160 hours minimum of entry level training and achieve a score of at least 75% on a written exam.
Juvenile Services support staff must, within a year of their entry, participate in 80 hours minimum of entry level training and receive a score of at least 75% on written exam.
In Service Training - Employees in Juvenile Counselor, Youth Supervisor and all other mandated positions must participate in at least 18 hours of in-service training annually.
Field Training Program - A Field Training Program must be completed before the Commission certifies the individual in a mandated position. The training program shall be a minimum of 80 hours.
