Disproportionate Minority Contact (DMC)


Disproportionate Minority Contact (DMC) is a core requirement of the JJDPA Act of 2002. The DMC Core Requirement requires not only the examination and intervention of disproportionate minority representation in ALL contact points of the juvenile justice system but also multi-prong and comprehensive DMC reduction efforts to include prevention AND system improvement efforts.

The state of Maryland receives federal funding to monitor and address DMC. In order to receive these funds, we must analyze each decision point and identify where the disparities exist. In addition, create and implement strategies to assist in eliminating disparities in the Juvenile Justice System.


Our Mission:

The Maryland Department of Juvenile Services acknowledges that disparities exist within our Juvenile Justice System. We will seek to eliminate such barriers which stifle the progress of our department and our youth by implementing measurable strategies that will reduce racial and ethnic disparities in the Juvenile Justice system. The state of Maryland believes that all children deserve to be treated fairly, regardless of race, ethnicity, gender, or geography.
