The Waxter Center, renamed in 1963 to honor Thomas J. S. Waxter, the Director of the State Department of Public Welfare from 1953 until his death in 1962, has a detention program for up to fifty minor girls and secure commitment program for up to ten girls. Waxter serves Anne Arundel, Baltimore, Howard, and Prince George's counties and Baltimore City.
