Victor Cullen Center

In July 2007, the Victor Cullen Center reopened under State administration as a regional treatment center. The Victor Cullen Center is a secure commitment facility for delinquent boys in Northwest Frederick County. As a regional center, it has the capacity to care for 48 boys between the ages of 15 and 18 in a six to nine month treatment program for issues related to mental health and substance abuse.
